In this section we will discuss the status of each instrument and any limitation to configurations that occured during the period.
This period has been one of the worst in McDonald's history for cloudy weather. The following histogramm shows the percentage of clouds as reported by the TO. The TO records the amount of clouds 3 times per night every night (Note on extreemly bad nights the TO will close down the telescope and go home before the last cloud coverage is recorded).
In addition, there was time lost when there were no clouds due to high humidity or high particle count. During this period, 29 hours were lost to humidity and 12 hours to high particle count.
The image quality of the HET has improved a bit over last year although it is still fairly poor.
For comparison here is the image quality for the same period of 2001
The total number of acceptable shutter open hours during this period is 99 hours (as of June 25). This number is based upon our queue data base. There were a number of rejected spectra obtained during this period as well the following table give the total number of rejected spectra and the catagory that each falls into.

So this is a total of 8.6 hours of rejected spectra with an additional possible 4.3 hours of spectra that may be rejected.
The following links give the summary for each institution and its programs.
The resulting table will give (for each program) the total number of targets
in the queue and the number completed, and will give the CCD shutter open
hours, 10 minute overhead per visit, and the TAC allocated time.
This usually will be the best
metric for judging completeness but there are times when a PI will tell
us that a target is "done" before the total number of visits is complete.
The following is a summary of the Acceptable CCD shutter time for each
institution based on our htopx data base. It does not include any
overhead.
Observing Programs Status
Program comments:
UT02-2-001: (Sneden) This program has a tight seeing constraint and partially overlaps with NOAO's highest priority target.
UT02-2-002: (Hooper) No Phase II ever recieved.
UT02-2-004: (Gebhardt) NGC4649 (which is partially complete) and NGC4636 are no
longer available, the other target N6702 needs 2.5 more visits for completion.
Maximium priority 1 completion possible is 50%.
UT02-2-006: (Shields) TOO program with all submitted targets completed
UT02-2-007: (Tufts) This program was not completed due to very poor weather in the first month of the period.
UT02-2-009: (Wolf) This MOS target has a tight seeing constraint and partially overlaps with UT02-2-004
UT02-2-010: (Mukremin) This program is complete.
UT02-2-011: (Endl) GJ480 and GJ486 are no longer available.
Maximium priority 1 completion possible is 94%

PSU02-2-024: (Brandt) TOO program with all observable targets completed.
PSU02-2-025: (Ramsey) No phase II ever recieved.
PSU02-2-027: (Wade) This program has been completed.
PSU02-2-033: (Eracleous) The remaining priority 1 target (PKS_1146-037) is no longer available. Maximium priority 1 completion possible is 54% without the PI modifying priorities.
PSU02-2-034: (Churchill) No further priority 2 targets available.
PSU02-2-036: (Palma) LRS mos program delayed because of weather and then changing from East to West setups. VERY tight seeing constraint.
PSU02-2-039: (Brandt) Synoptic program on schedual with 2 visits left.
PSU02-2-040: (Gallagher) This program has been completed.
PSU02-2-043: (Ciardullo) This program can not be excecuted due to filter constraints.

STA02-2-002: (Thompson) This program was never done due to track-interference with UT02-2-007 (a UT priority 0 target).
